The Third General Assembly of JAFIE Convened in Nanjing

On the morning of Jan. 16th, the 3rd General Assembly and Election Conference of JAFIE was convened in Nanjing. Zhang Aijun, Deputy Director General and Deputy Party Secretary of the Standing Committee of Jiangsu Provincial People’s Congress, attended the meeting and delivered a speech. Qu Futian, Deputy Director General of the Standing Committee of Jiangsu Provincial People’s Congress, along with leaders from Jiangsu Provincial Department of Civil Affairs , JAFIE, and over 200 members of JAFIE, participated in the event. Shao Weiming, Vice President of JAFIE, presided over the meeting, which commenced with the solemn national anthem.
In his speech, Deputy Director General Zhang Aijun fully affirmed the past achievements made by JAFIE and outlined clear directions and high expectations for its future work. He emphasized the need to enhance positioning, serve the broader strategic landscape, integrate efforts, and build synergy. Zhang called for fostering wide-ranging friendships, amplifying positive voices, strengthening team development, and scientifically planning initiatives. He stressed the significance of deeply studying and implementing Xi Jinping’s diplomatic thought and his significant directives on Jiangsu, leveraging the role of the People’s Congress as the main channel for foreign exchanges and the association’s strength in fostering people-to-people connections. Efforts should be made to open a new chapter in Jiangsu’s foreign exchange endeavors. Additionally, Zhang highlighted the need to tell China’s story well, showcase Jiangsu’s charm, and use friendship as a bridge to promote trade cooperation and project investments. He concluded by wishing the conference a great success and expressed hope that the newly elected council would embrace innovation, act proactively, and contribute to the high-quality development of Jiangsu’s foreign exchanges.
Lin Xiangguo, President of JAFIE, delivered a work report on behalf of the second council to all members, submitting it for review by the conference. The report provided a comprehensive overview ofJAFIE’s past efforts in several fields: actively promoting international friendship and exchanges, deepening international cooperation, focusing on enhancing the brand influence of the “Yangtze River International Forum”, continuously strengthening internal development and management, and improving services for its members.
The newly elected President Qu Futian emphasized that the new council should be guided by Xi Jinping’s Thought on Diplomacy, strengthen theoretical learning, enhance political awareness, broaden international channels, deepen exchanges and cooperation, strengthen organizational management, and improve institutional development. He called for fostering friendships, expanding channels, and enhancing research capabilities while fully leveraging the brand influence of the “Yangtze River International Forum.” Additionally, he stressed the importance of strengthening Party building, advancing team development, utilizing the “base” platform effectively, improving regulations, and enhancing service capabilities. He urged the council to firmly align with the nation’s overall diplomatic strategy, closely focus on Jiangsu’s economic and social development priorities, and take proactive measures to contribute to Jiangsu's opening up and writing a new chapter in the province's modernization.
Director General Xie Xiaojun of Jiangsu Provincial Department of Civil Affairs attended the meeting and delivered a speech. Director General Xie extended his warm congratulations to JAFIE for achieving a 5A rating in the 2024 provincial social organization evaluation and highly praised its efforts in fostering international friendship and exchanges. He stated that the Civil Affairs Department would continue to fully support the association’s initiatives and expressed hope that the association would persist in playing a leading role in promoting Jiangsu’s foreign exchanges and international cooperation, advancing these efforts to new heights in the future.

The meeting reviewed and approved the work report of the second council, the financial work report, the supervisory work report, the newly revised Articles of Association, and the election procedures for the third council. Qu Futian, Vice Director General of the Standing Committee of Jiangsu Provincial People’s Congress, was elected as President of the Third Council of JAFIE. Shao Weiming, former Vice Secretary-General, Director of the Office, Chairman of the Legislative Affairs Committee, and Chairman of the Foreign Affairs Committee of the Standing Committee of Jiangsu Provincial People’s Congress, was elected as Executive Vice President of JAFIE. Si Jinquan, former Director General of the Foreign Affairs Committee of the Standing Committee of Jiangsu Provincial People’s Congress , Yang Yong, former Director General of the Representative Work Committee of the Standing Committee of Jiangsu Provincial People’s Congress , Jiang Jinbing, former Director General of the Foreign Affairs Committee of the Standing Committee of Jiangsu Provincial People's Congress ,Yang Guishan, Party Secretary of Hohai University; and Che Jie, President of Jiangsu Provincial Lawyers Association were elected as Vice Presidents of JAFIE; Wang Jian, Executive Secretary-General of JAFIE, was elected as Secretary-General of JAFIE. Additionally, new members of the council, the supervisor, and executive council members were elected.
Attending members expressed their commitment to actively respond to the new council’s call and work together to support the cause of Jiangsu’s international friendship exchanges. JAFIE will use this conference as a new starting point to continuously strengthen internal development, improve work quality, and make new and greater contributions to promoting Jiangsu’s opening-up and economic development.
